This article explains how to download and install Windows Software Development Kit (SDK) in Windows 8 and Windows 8.1 in offline mode.
First of all, download the Windows SDK from here.
Once download is complete, run ‘sdksetup.exe’ file. You’ll see the following screen
Select the second option ‘Download the Windows Software Development Kit for installation on a separate computer’.
Browse the download path where you want to save downloaded file.
Next Window is ‘Join the Customer Experience Improvement Program (CEIP)’.
Select Yes or No (your choice).
On the next window, select the features you want to download.
By pressing the download button at the bottom, the file download will be started.
Once complete, you can use that folder (there is a subdirectory, Installers created with the selected packages you would need as well) from that location offline.
